Submit your directory to directory of directories.. (directorycritic.com)

And also go to forums and promote your new directory.. v7n.com/forums

Try searching and you can get a whole bunch of free and paid directory submissions ... you can submit your directory to the directory category... and also you can bookmark your site... may be it can help

Yes there are many awesome forums filled with thousands of viewers/webmaster. You can invite them to submit their websites, you can put one in your signature links to wherever you are in forums. Add in vilesilencer...etc
