I am just looking for a template, not a coded one. I can code strictly, so that is no problem.

go to scriptlance.com and post a project.. you can find real cheap guys tehre...

This is probably your best bet with the budget you're looking for. You might not get anything as low as you'd like but you'll likely get offers close.

The cheaper you go though, the more likely you are to have problems with the work.
