There are lots of guides here: http://www.websitepublisher.net/

And dont bother with free domains - if you dont value the site enough to spend a few dollars on a domain name, why would any one else value it?

    Get a domain name.
Get a cheap host that supports PHP.
Setup your domain with your host (your host should help you)
Get a book or search for beginner tutorials
Use the book/tutorial to start writing and testing BASIC functions

Just follow what the book says. You dont need to worry about mySQL for now, you gotta walk before you can run

http://namecheap.com is just one -- there are tons of registrars (domain name registration people) out there, that you can shop around for the best price, and usually end up with the same sort of end result. However, most people dislike GoDaddy.com which has lots of ads, and has a bad interface.
