    Google using directory descriptions in SERPs?

    Just noticed it as I just gained a # 1 & 2 position knocking an old domain from the top -- never seen it before.

    Yeah they use it; I'm not sure whether or not it counts towards your ranking, though.

    It doesn't directly give you a boost, but the PR boost is obviously a factor (although PR isn't that big a factor in their ranking algo I presume).

    PR is a decently sizeable factor--one you should at least work at, instead of neglecting like most people do with meta tags now.

    Speaking of which, Google also uses meta tag descriptions in its results.
