I spend about 1 hour a week working on link exchanges. I should spend a lot more time getting good quality backlinks to my sites
To put it simply: way too little time. I just hunt down people to exchange links with whenever I feel like it.

Very little. I get a lot of people contacting me for exchanges through my sites. But they tend to be rubbish and not worth it like PR2 viagra sites
I should spend more time looking for good link exchanges. It's so hard these days with LocalRank to consider too.

When I did my plan at the start of the year, (which I blatently didn't stick to), I scheduled 1 day per week for this to cover all my sites....

...actually I was thinking of dividing my links up into different pages to reduce the amount of links on each and make me more attractive to exchange with.....Will this reduce the PR does anyone know? I only have PR2 on my links page on Dr. Phil, all the others are really new and have NO PR

Yeah, if you create another level that splits into different pages then the PR of those pages will be less than the page linking to them.
...so the original page wouldn't be affected then? Because effectivley I would be taking some contnt out of that page, (the links) and place it on another page?
Not really sure what you're getting at? Affected in terms of PR? The site overall will retain more PR as you're placing the links deeper into the site. More of the PR will be bled off and sent back to your other pages before it reaches your links pages.
He means that the original page would lose PR by having links to the other pages; PR leakage.
