Is it possible to send a locked PDF file with a message? I used to do this using a "masked" email address, but now that they are gone, I do not know how to send a PDF file. Help!

What's the point of doing that?

Well, the whole point of him wanting to lock his PDF file is so that no one would be able to edit his files in any way. Why would you not want something like that? Locking your PDF would be easy, the only thing you need is https://pdfliner.com/lock-pdf. It's the other stuff that takes more effort. You would need a disposable email, a VPN and you would be pretty much hidden. You should avoid using browsers like google chrome too, and you will be good to go.
I hope you solve your problem, it takes a bit of an effort, but it's pretty much doable. Best of luck!
