I have just done a search for something, and the top position has a PR of 6, and the second with a PR of 7. The second does have more backward links than the top one, but shouldn't the highest page ranked site be top?

Not 100% sure,
But getting ranked highly on search engines is more than just PageRank. Things like content are also taken into considerations. If you were searching for say templates and I had a PR 8 site with 'web design' as the main topic, a PR 5 site with 'template' as the main topic can easily be higher on google for the kw 'templates'.

If PR was all that mattered Google or Yahoo would be #1 for everything.
