The "User-agent: *" means this section applies to all robots. The "Disallow: /" tells the robot that it should not visit any pages on the site. There are two important considerations when using /robots.txt: robots can ignore your /robots.txt.

Basically, Disallow terms used in the robots.txt file in SEO. The "Disallow: /" tells the robot that it should not visit any pages on the website. It means it prevents the robot to read website content or others changes done on website.

The robots.txt file, also known as the robots exclusion protocol or standard, is a text file that tells web robots (most often search engines) which pages on your site to crawl. It also tells web robots which pages not to crawl. ... The slash after “Disallow” tells the robot to not visit any pages on the site.

The Disavow tool is part of Google Search Console (formerly Webmaster Tools) that allows websites to discount the value of an inbound link, helping to prevent against link-based penalties.
