To increase the loading speed of a responsive web design, you should reduce the size of images, reduce total number of HTTP requests, try to minimize the server response time, reduce resources, use CSS wherever necessary, the size of the JS code should be concise, diminish the total number of modules used by the Company, and organize the content well. These are a few tips that work great with almost every website and helps to optimize the overall loading speed of a responsive web page. Most importantly, hire the best web development Companies to settle the things in a more professional way.

You can take this further he had asked about responsive web design so i assume he means on platforms with smaller screens and a internet speed which may not be as fast as wifi desktops or laptops.
This is why people say design for mobile first. The best way beside the above mentioned list is removing unnecessary things from the dom tree for mobile. Lets say you have a slider , sliders dont generally do well on mobile, so for me that would become 1 static image when on mobile. Some may argue with me here but videos are another one, parallax scrolling is a nightmare on compatibility and rendering on your many mobiles. On mobile less is more. For the ultimate mobile speed... you need to get on amp ( accelerated mobile pages ). Google has designed amp specifically to reduce especially java script on mobiles and provide clear simple websites that are to the point,,,, thats what users want.

Responsive web design refers to the design that helps websites to adapt themselves in various portable devices like mobiles and tablets to access them. This helps to generate more traffic from various devices and build your search engine popularity.
