    As you want to increase the backlink, than you should focus on building backlinks. But, don't create quantity of backlinks, focus on getting quality of links. Building quantity of backlinks can penalize your website. But before building backlinks, make sure you have optimized the website properly. Even On page is not done, your backlinks will not help to increase the ranking.

    On page as well as Off Page goes hand in hand. So you have to do focus on both the aspects.
