    Bounce rate is the amount of percentage of visit of your website. I.E. if someone have visited your website page but, instantly closed without entering any of the page then bounce rate is 100% which is not good.

    Bounce rate refers to the percentage of people who lands and exist from the same page of the website.

    - As a rule of thumb, a bounce rate in the range of 26 to 40 percent is excellent. 41 to 55 percent is roughly average. 56 to 70 percent is higher than average, but may not be cause for alarm depending on the website. Anything over 70 percent is disappointing for everything outside of blogs, news, events, etc.
    - Adjust the bounce rate of your website.
    - Redeuce the bounce rate of your web pages in the profit index.
    - Stop targeting keyword channels which are sending low value traffic.
    - Create landing pages which satisfy visitor's query.
    - Create landing pages which prominently display your call to action.

    I think the define of bounce rate is already well explained above. Yes, it can be reduced by increasing the effectiveness of your site. As mentioned by @virginoilseom, 26-40 percent bounce rate is ideal.
