Directory submission is good of course. I have seen many link builder is using directory site for their keyword ranking. But directory sites need to be relevant niche, use fresh and unique content is much better.

Directory submissions are to be followed but submit your website only in those directories which have high page rank,page and domain authority.Instead of doing many directory submissions,use only quality directory sites.
