They could be referring to internal link building when they mentioned link building.

The social media part could refer to providing the tools on site so people can spread the word for you.

True, but then this list of "important techniques of on-page optimization" could divulge a little further on what exactly those techniques involve to avoid pedantic people like me whincing and head-shaking.

An example, "Title Tag" in itself is not a technique for optimization, but "A descriptive and useful Title Tag consisting of researched keywords (preferably long-tail keywords) of no more than 80 characters" would be a technique for optimization.
