Recomandations for buying targeted text links

Can you please give me from your experience some recommendations and advices where to buy good targeted text links?

There seems to be tons of sites that offer them, and I am not sure how to recognize real thing from spam/scum

Don't go through a site, locate and contact webmasters directly. It is safer, and you're likely to get more quality. Google continues to persecute link sellers and buyers, the most recent move adding to Adsense terms whereby they'll kick you out of adsense now if you sell links.

So using a public link brokerage is risky.
