Yes.
For the purposes of spam filtering you can assume Google uses every tool at their disposal, including adsense & analytics data, webmaster central data, etc.
Though, I've had sites banned/penalized before and not had it affect my other sites at all, so don't assume they do this all of the time, but for particularly egregious spammers assume that they do check all data to try to find other sites owned by the same people doing the same naughty things.
Matt Cutts has admitted all as such, though not in a literal way, referencing tools his team has available to quicky find other sites owned by someone.
I hadn't extended the logic to apply to adsense as well, but on that basis, (and I suspect you are right Chris), then 2 sites with adsense on has the same chance as being linked by Google, as 2 sites in the same analytics account.
