Pathetic Fill Rate

I hope I'm posting this in the correct category. I'm new here, so if I'm wrong, I apologise.

Lately ADSDAQ has gone from a fill rate of about 11%-20% to about 2%. Is this just normal fluctuation for January or should I be doing something different? I haven't changed the layout of my site or anything.

Fill rates are typically low right now, the economy has got to be making it worse than normal.

Once you get beyond retailers doing end of year clearance advertising, there isn't much left to drive things.
