I don't see much of a difference, the thing is, method 2 would give the appearance of a shallower site, which is good for crawl depth, but the "html" at the end dilutes your keywords a little bit.
example.com/keyword1-keyword2/ would be better
But I use the first option on most of my sites, since I tend to always get fully crawled anyways.

I thought I'd ask as someone was trying to tell me that the second option was rubbish and would eventually get banned by the search engines... which I thought was weird because I have sites on the 1st page with urls like that...

I use the second.
I don't do keyword-keyword.html I do whats-on-the-page.html
Also sometimes site.com/whats-on-the-page/
Be sure to stay consistent with the / at the end too if you use it once.
