The "<meta name='revisit-after' content='10 days'>" doesn't exist so that has nothing to do with it. Maybe it's something in the Robot.txt file then alltough I didn't know you could block outgoing...

You could check their source code and see if they link to you with a javascript or a form. Javascript-links and form-links won't get picked up by google.

This webpage tries to caculate Google PR up to 2 numbers behind the comma.
It seems to calculate lower PR then pages actually have though.
