I think the idea is a reduces production cost, while still conveying information. it's also something new to users instead of a normal video, being illustrative and watching the hand "draw cartoons" can capture user attention, data consumption is less so faster loading, it's different a that's why.

I don't think it will last though we have had this fad before and it will go away again. Nowadays people have apps on their phones that can edit and create high-quality videos. My personal feeling is I don't like it, it looks tacky and is quite distracting visually.
