Which software and CMS to use for designing a resource/research website?

Hi all,

I want to design a new website but don't have any programming experience, so I'd appreciate your advice.

The website should be similar to the following: http://www.plosin.com/milesAhead/main.aspx and in particular like http://www.plosin.com/milesAhead/Query.aspx and http://www.plosin.com/milesAhead/Sessions.aspx

My question is, what software and CMS to use for designing such a website? I have looked into a couple of options, but would very much appreciate your suggestions.

Have you already got your web hosting secured? The type of package/hosting you have could limit how you can do this.
