I think you're confused about what a server is. A server is a computer that processes requests for HTML pages and other documents from a website. Your MSN emotions site, that is hosted on a server. What you'll need is PHP and MySQL installed on the server in order to run forum software such as phpBB, IPB, and vB.
You don't need a server, just hosting. If that's how you want to understand it :)
