Um? Use affiliate programs at any time. It's advertising networks one should only use after high-traffic is realised.
Well, if your traffic's low then it simply might not be worth using an affiliate prog. But generally, if the affiliate ads aren't intrusive then there shouldn't be a problem.
Advertising: think of it as getting about $0.70 (this will vary) per 1000 page views. Then work out from your traffic if it's worth it. If you run "extreme animation" ads then be prepared to lose some visitors as a result. AdSense is different, it can do very well on a low amount of traffic if the bids are high.
Extreme animation works on some websites. If reading isn't require, etc. I get $0.65 cpm for my banners...
