dos google pr depent on links to your site if so is the amount or the pr of the page linking to you that maters or both

The amount of PR a link contributes to your site is found by dividing the total PR of the linking page by the number of links on the page.

Ideally, for the linking page, look for a high PR with low number of other links on that page.

so let me get this right
if i got 2 sites both pr7 but one has more links to other sites go to the one with the least

Yeah, because that way when the PR is devided between all the links on the page, you'll get more.

Remember that it's not only links to other sites that count. ALL links on the page count, including links back through their own site. But only do this where you have to pick one site over the other. To use your example, ideally try and get links from both sites! It's all good!
