The percentage of users who visit a page and then leave.

Of course, the bounce rate of your index page is particularly important.

Do you know how they measure it?

It doesn't make sense - most people visit a site and then leave (or am I missing something totally obvious here?)

According to Google Analytics:

Bounce rate is calculated by taking the number of bounces and dividing it by the number of entrances.

Bounce is the number of times visitors immediately exit your site from the entrance page.
