Burst placement question?

I was about to add the burst box when I read...
The Burst box is 300 x 250. We require that you place the box so that it appears within the first two scrolls of the screen.
Sorry for being so stupid here, but what exactly are the first two scrolls?
I presume it refers to the scroll bar on the right of the screen.
But, does one scroll actually equal the size of the bar or the whole length the bar can travel down to the bottom?

Its based on screen resolution, but they don't specify which resolution. You could assume within the first say 1600 pixels of vertical scroll.
