Be very careful about those freelance websites, if you find someone, look at their website and portfolio very carefully.
Also they can fake those reviews and ratings.

Yes and you are normally safe if you choose a web developer with a rating of atleast 4.5 or above in elance. Not sure about other marketplace websites though ?

I am going through iwebmasters.com. $1000 set up fee, 6 month minimum contract. The programmer is hired locally, you pick through resumes, do the interviews, they manage them on site.
