I didn't see any actual stats in the article that show an increase in click fraud. The case studies make it sound like a growing problem, but those are sites that just entered in the PPC advertising world. They may be experiencing the same fraud rate that everyone else has been over a long period. Increased awareness of a problem doesn't mean the problem is getting worse.

Whilst I agree that click fraud is a pernicious problem it should be put into context. From experience most pay per click campaigns are wasting vast sums by other means.
