Is it better to use this format:
<html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en">

or this:
<html xmlns="http://www.w3.org/1999/xhtml">

I've seen a couple sites with each and wondered if there is a difference with one opposed to the other?

I would go with the first one. It is specifying the language. :)

I agree with Johnny. Saves you from having to add language META.
