Hey when people refer to google of having CPM's does that only apply to their image banners, because i thought their text link banners are only CPC , or are some of them CPM as well thanks..

Usually they're referring to eCPM or effective CPM. Meaning the an CPM rate that is equivalent to their CPC performance (average clicks per 1000 views * average click payout = eCPM).

why is most of the time 0.00 for me?

It could be showing a lot of PSA's (ie Google can't find an advertisement suited to your page, and therefore shows a Public Service Announcement like Red Cross ads etc, which do not pay).

You may also have CPM paying advertiser ads on your site. On my sites I get CPC and CPM ads shown. These are all text ads aswell.
