As in a CPM advertisement or any other form of advertisement, what determines how much you get per view/click for each? Site popularity, topic? Something else?

Ultimately, its how much the person paying is willing to pay you determines how much you get. How much they're willing to pay depends on the benefit they think they will gain from the advert. This could depend on a number of things, but probably the most significant is the topic.

I see. So is this the same for Google Adsense? Do they pay more per click based on the reasons you stated above?

I think google pay you a percentage of what the merchant pays (I say think, meaning there might be some little extra bits to the way they decide how much you get?).

So for a finance ad paying $2 per click, you might get $1 (50%), or for say a food ad paying 10c, you would get 5c, again 50%.

So again, the same, the amount you get depends on what the merchant will pay, but Google take their cut first.
