I'm just curious are there legal requirements when creating a web site? and are there taxes to be paid when creating a web site?

Taxes:

If you are getting paid to make the website for someone else, yes.

If you make income from the website, yes.

If you live in China you have to register your site.

And you could add:
don't steal content from other sites or offline publications
don't slander rich people
don't threaten to cap some countries presidents
don't provide downloads of songs/movies etc
& don't send spam

Yup, pretty much don't violate any TM or copyrights, nothing illegal, pay your taxes as usual - get a good accountant, of course.
