Has anyone heard of this? And if you have what do you think about the changes?

It was in the Wall Street Journal if you are interested.

You mean offering to advertisers or to publishers?

Google currently does make CPM deals with high volume publishers.

I'm not quite sure how it would work for small publishers, making rates for certain ads etc.

Wouldnt this require a lot more manual work by Google for each site? It strikes me Google try to automate as much as possible, so probably wouldnt bother for smaller sites.

It looks like all advertisers will be able to choose which site they want ads to run on and pay a min. of $2 CPM.

I'm interested in seeing their new ad-unit that's one advertisement taking up the area that would usually be reserved for several.

Just got the email from Google...

CPM bidding: a new way to generate revenue

With site-targeted advertising, advertisers set a maximum CPM bid - that is, the price they are willing to pay for every thousand impressions – and pay on a per-impression basis. This means that, unlike pay-per-click ads, you will earn revenue each time a CPM ad is displayed on your site.

For every eligible impression, both pay-per-impression ads and pay-per-click ads compete in the same auction. Our technology will automatically display the highest performing ads on your pages.

Oh, I accidently skipped over that when reading.
That'll be cool for one or two of my sites with low CTR, but what I consider to be decent traffic (about 800-1400 daily uniques).

The more choices from AdSense the better. IMHO AdSense is already the best network out there.
