I feel he will make a large amount of money for your 'regular American Joe', he's getting a lot of free publicity :)
Maybe $2k would be worth it if no one was doing it, but $15k...
Maybe in the future when only the people down the supermarket will see it - but the first one is going to get major worldwide media attention - worth well over $15k I would think.

The publicity it will generate will far outweigh the cost paid and be far more beneficial than the actual advertisement on his forehead. I wouldn't be surprised if the casino that bought the toasted cheese sandwhich jumps in on it.
