Look at it this way. All squares are rectangles but not all rectangles are squares. Link baiting is one tactic within the larger concept of "link building."

IMHO, "link baiting" is creating a piece of content (story, infographic, etc.) so juicy or interesting that it's just begging to get linked-to. One example would be to use some hyperbolic headline like "SEO is dead" to get readers all worked up and create discussion and sharing...which almost inevitably leads to links back to the site or story from other blogs or twitter feeds. In this case the story/headline was the "bait."

Link Building and Link Baiting are two different things & serve two different purposes. While link building is a blog growth strategy, as we have discussed earlier, that helps boost your blog’s search engine rankings and traffic in the long term, link baiting causes short-term traffic spikes. However, some of the people who arrive at your blog through your link bait might like what they read and turn into loyal readers. The biggest difference between them is that link building works for long period of time, whereas link baiting works on for short period of time to attract traffic on your blog or site.
