There has long been a myth that "search engines can't read PDFs" so it is better to put all content on an indexable HTML page. Google definitely indexes PDF files and you can search just for PDF files.

In general, yes, Google does crawl PDFs unless they are password protected or encrypted. If the text is embedded as images, Google may process those images to extract the text

Yes search engines can read PDF files and hence PDF submission is an off page technique to build backlinks and generate traffic for your website.
