Can someone explain this to me in lamers terms ?

No Google ad may be placed on pages published specifically for the purpose of showing ads, whether or not the page content is relevant.

What is a example of that violation ?

Not sure, but all my pages were published specifically to show ads!

I think they mean spammy pages with just ads... Its a bit subjective though, I agree.

I think what they are getting at is, putting the ad in an iFrame with the iFrame having text (in the title attributes or otherwise) so higher paying ads are shown. eg. Having "webhosting webhosting hosting servers dedicated servers" in the title of the page.
