There are quite a few great, thorough keyword research guides on the internet. In general, they tell you to follow this process:

* Make a list of important, relevant topics based on what you know about your business.
* Create a seed list of starting terms
* Expand your list using keyword research tools
* Refine your list with competitive research
* Brand terms, Product terms, Substitute product terms, Audience term
* Check out the competition are ranking for these keywords.
* Use the Google AdWords Keyword Planner to cut down your keyword list.

I use a combination of AHrefs and Google Keyword tool. Ahrefs helps on the national level and Google Keyword tool gives more precise location data.
