In simple words, Pogo-sticking has to do with search engine traffic, while the bounce rate is tied to all traffic sources including search.

A website's bounce rate is perhaps one of the most undervalued metrics of a successful SEO campaign. In general, a bounce rate is the number of visitors to any given website who navigate off of the site after viewing only one page, typically expressed as a percentage.

Pogo-sticking is defined as going back and forth from a search engine results page (SERP) to an individual search result destination site. In other words, pogo-sticking is when the searcher clicks on a link on a SERP, sees that it's not what she is looking for, and immediately bounces off by hitting the back button.
