Quality Score as per Google's parameter of the quality and relevance of both your keywords and PPC ads. It is used to determine your Cost per click (CPC) and multiplied by your maximum bid to determine your ad rank in the ad auction process.

Quality score is calculated every, single, time, your keyword receives an impression. This means that both your quality score and ad rank are calculated multiple times a day, based on the amount of impressions the keyword receives.

A quality score is calculated for every search query for every eligible AdWords ad. That quality score is for the keyword that made your ad eligible, the ad, ad group, campaign and account associated with the eligible ad.

Its Calculated on Multiple factors in Adwords

CTR (Click through rate)
Relevant keywords in ad content
Negative Keywords to avoid specific brand searches
landing page relevance (Less Bounce Rate, do meta tagging of keywords in landing page)
