Does it demote or punish the web pages with semi-other language or non English language pages?

I don't think there are penalties for websites which are not in English. Google algorithm works same way for both English and non-english sites. It is all upto you and the efforts of SEO you put in implementation for your site.

It will effect if a web page is in non English because search engine can't understand it fully to rank.

There are no bias by Google to treat english and non-english websites but your rankings will be affected if crawlers will not understand your content or find its useful content from your site.
