Bounce rate is the amount of percentage of visit of your website. I.E. if someone have visited your website page but, instantly closed without entering any of the page then bounce rate is 100% which is not good.

I think the define of bounce rate is already well explained above. Yes, it can be reduced by increasing the effectiveness of your site. As mentioned by @virginoilseom, 26-40 percent bounce rate is ideal.
