The Google Sandbox is much related to a new website being placed on probation, and kept lower than expected in searches, prior to being given full value for its incoming links and content. The Sandbox acts as defect experimentation for sites, possibly to put off spam sites from rising quickly, getting banned, and repeating the process.

From Google's perspective, it is good as it does not allow any sites to gain ranking without making ethical efforts.

The Google Sandbox is an alleged filter placed on new websites. The result is that a site does not receive good rankings for its most important keywords and keyword phrases. Even with good content, abundant incoming links and strong Google PageRank, a site is still adversely affected by the Sandbox effect.

sandbox effect is not good.

The Google Sandbox Effect is a theory used to explain why newly-registered domains or domains with frequent ownership changes rank poorly in Google Search Engine Results Pages (SERPS). In other words new websites are put into a “sandbox” or a holding area and have their search ratings on hold until they can prove worthy of ranking.

Is it only solution to limit new sites ranking? If yes, then what about newly created websites which have tremendous popularity for their content?

Sounds very interesting and secure procedure before ranking sites newly designed.

It’s actually a less known but important phenomenon with newly launched websites. Google Sandbox acts as a temporary filter for new websites before they can go live on Google search results page.

Google employee Illyas or some guy officially stated in Twitter while answer to an individual question that Google doesn't have any Sandbox means Google not running any Sandbox, though it looks like that it's a myth.

Sometimes you do everything right, but you don’t see the results of your efforts right away. It could be that your web design, approach, or marketing need some tweaking—but sometimes another factor is at work.

Would you like your site to be placed in a sandbox, which is a filter placed for tracking websites which are not performing well as white hat. Tell me if it good or bad now?

Google not willing to admit the fact that sandbox is running but symptoms are looking like that only.

Google imposes the sandbox effect on new sites to prevent the blackhat SEOs from directing tons of links overnight to a new site and try to manipulate the Google rankings. You can say that the Google sandbox effect is basically like a probation period, during which Google scrutinizes the quality of your site and on-page user interaction patterns. With this probation period in place, Google will be able to prevent most of the impatient blackhat SEOs trying to quickly climb up the SERPs.
