one of our competitors is filled his website with more than 1300+ keywords. His website is ranked on top results. Why Google encouraged keyword stuffing?

I think its because of huge traffic that those website's get. If there is so many audience visiting a popular website means we should understand that the keywords also get ranked. This is not announced by Google but a perception.

Its because may be your competitors have huge traffic on sites which is organic. once your reputation is build up then all these points do not matters.
though google decrease their pr still traffic is that much high that it wont affect.
