Maximum size of HTML sitemap are

1) maximum 50000 URLs
2) max 10MB file size (after un-gzipping)

I saw somewhere that maximum number of URLs should be 50k only.

But most of the small business website's don't need those many links, we need hardly below 100 per website.

It depends on the popularity and domain authority, there is nothing like this website should be limited to these many links. But web masters should limit the old links and keep update new link in their sitemap xml file, so that users can get fresh data from a website.
