A couple of other rules that I see people violate all the time that Google has made painfully clear in the past few months: Don’t link externally in the footer. Just don’t. I’m not going to go into the reasons. Just don’t do that.

I believe you're asking if footer links are good or bad for SEO. The short answer is that it's not bad, but it's not ideal. According to Google Ranking Factors (https://northcutt.com/wr/google-ranking-factors/), "It's been made very clear that links tucked into the footer of a site don't carry the same weight as those in an editorial context. It's also true that when Google first began speaking about their actions against paid link schemes, the practice of spamming site footers with dozens of paid external links was widespread, and therefore too many external footer links can draw that sort of penalty."

Well it could be both.

It is dumb to make a site wide footer as an EXTERNAL link as a million page website will simply make it easy for PENGUIN to deem the link as unnatural and devalue it. But take the same link and make the destination URL INTERNAL and provide a page about what patron would find at the site and then from that single page link to that domain... this is a "quality link" as oppose to quantity of links.
