In what context is the word used? It could refer to an automatic system like Google Adsense, or simply being smart with ad placement.

Content targeted would mean having football or sport adverts on your soccer site and not just 'Click Here! You have won!' type ads..

It could also mean writing a review of a soccer dvd and adding an affiliate link to the product at amazon.
