Search function

Hi.I am thinking about building a website but I had a specific question that I cannot get an answer to.I think the main feature to any possible success at this site would be a search function to where someone could search their state,city and a certain topic.I would research and provide this information.Example-you go to hotels.com and provide your state,city and results pop up.Is this possible?And would it be expensive if so? Thanks for any feedback!

You would need to program it using a server side language integrated with a database. It is fairly easy to do if you have the knowledge but it sounds like you do not. So you would either need to hire someone, or learn.
