Shead some light on Google One Pass?

I've been scratching my head over Google's new One Pass program as to exactly what services it will and will not cover. We currently have a monthly digital subscription of our magazine, where subscribers are emailed a link to download a pdf file. All the references I can find to One Pass' subscription services involve accessing online content and paywalls. Will it be of use to someone delivering an actual file to download?
