How to get reciprocal links

I recently started a website to promote a website design business. I would like to find out an effective way to get recirocal links to and from other like individuals with websites. Are there any sites out there that help with this or should I just rely on social networking? Any help would be appreciated.

just advice have you go to http://www.linkpartners.com/ it is free mostly fill of bunch blogger who like to get link exchange with same niche blogger.Good luck
