Which factors are given more importance by Google algorithm in On-page optimization and in link building?

In order of importance... page titles (the <title></title> tag contents), headings, content, anchor text, alt/title attributes. Of course, having a solid understanding of the HTML specification and how to develop a Web site properly will go a long way.

For link building, you'll want to look for sites to acquire links from that are related to your site, have a PR of 4 or higher (in theory) and are ahead of you in the search engines.
